Richard Rogers, Deputy Director of Engineer, California Department of Technology

As Deputy Director of Engineering with the California Department of Technology, Office of Technology Services (OTech), Richard Rogers is a member of the Executive staff responsible for managing over 200 highly technical staff within the data center. As Deputy Director Richard’s responsibilities include; managing the statewide Information Technology (IT) infrastructure, development and maintenance of high level policy affecting all facets of IT for the State, development and implementation of IT policy governing existing and future IT systems, establishing statewide IT standards, security policy implementation and project oversight.

Prior to his appointment with the Department of Technology, Richard represented the California Labor and Workforce Development Agency on the California Government Enterprise Network (CGEN) Board, where he served as the Vice Chair. He was awarded the Chief Technology Officer (CTO) of the year award at the Public Sector Chief Information Officer (CIO) Academy in 2014.

Mr. Rogers received a Bachelor’s degree in Computer Science from California State University, Sacramento.

Ken Liska, SE Manager – State and Local Government, Citrix

Ken Liska is currently serving as the Systems Engineering Manager for the Citrix State and Local Government team and is based in the Washington D.C. metro area. He brings more than 15 years of engineering, consulting, and virtualization architecture experience to his current role. His current focus is on unifying apps and data into secure digital workspaces for the multitude of state and local government entities across the country to enable their employees and citizens to work more efficiently on any device, anywhere. Prior to rejoining Citrix, Ken worked at NetApp as the Virtualization Solution Architect, on the U.S. Public Sector team, helping to design and deliver high performance storage solutions to key government and educational virtualization projects across the country.

Ken holds a Bachelor of Science in Information Technology from the Rochester Institute of Technology.

Jake Williams, Manager of Strategic Initiatives, StateScoop

Williams focuses on IT initiatives and policies coming out of state governments and plays an active role developing relationships with state and local IT departments, associations and their officials. He also reports on state and local IT events. He previously covered technology developments in the federal government, including the White House, Congress and several cabinet-level departments. Before that, he covered the political consulting world at Campaigns & Elections magazine. Williams graduated from Indiana University of Pennsylvania with a bachelor’s degree in journalism and a focus in political science.
