Michelle Burk, CIO & Deputy Director, Ohio Department of Developmental Disabilities
As Chief Information Officer of the Ohio Department of Developmental Disabilities and deputy director of its Division of Information Technology Services, Michelle Burk directs technology implementation used by 3,000 staff and 15,000 providers that deliver $2 billion in benefits for 100,000 Ohioans.
Michelle gained leadership experience and honed her strategic vision while leading multi-million dollar initiatives in senior management roles at the Ohio Attorney General’s Office, the Ohio Department of Medicaid, the Ohio Department of Job and Family Services and the Office of Budget and Management, dedicating over 25 years to improving delivery of government services to its citizens.
Current initiatives spearheaded by Michelle’s division include technology that promotes person-centered service planning and delivery, improves application services delivery by migrating the agency’s legacy application portfolio into Microsoft Dynamics CRM/XRM and, manages costs by migrating from a secure on premise to a secure cloud computing environment.
Michelle holds a BS in Computer and Business Management as well as a MBA with a focus on technology.
Matt Curren, Application Delivery Manager, Ohio Department of Developmental Disabilities
In his role as Application Development Manager at the Ohio Department of Developmental Disabilities, Matt Curren provides senior leadership to application development initiatives in support of a healthcare organization with a $ 2 billion book of business.
Matt’s knowledge of Medicaid and Medicaid waivers has been integral in all aspects of application development and project management including ongoing collaboration with the Project Management Office, hardware and software procurement, budgeting and vendor management, as well as policy and procedure development and Strategic planning.
While Matt supports a number of key enterprise level Microsoft Dynamics projects, he also worked with multiple agency divisions on the award winning imagineIS project system, including its development, evaluation, resource and delivery management.
As part of his delivery management role, Matt led the Information Technology Services division and business team to groom and decompose user stories for architectural review and developer iteration planning sessions.
This quick build project with over 700 user stories took approximately eight months of development effort using a blended vendor/state staff team.
Brandon Williams, Digital Transformation Officer, Colorado
Brandon started his innovative work long before the title of DTO. As the Google Service Delivery Manager for the Governor’s Office of IT, he led the charge in implementing Google Apps for Government. Brandon’s projects have saved the state millions in IT operations costs, streamlined operational functions and enabled more transparent communication with Coloradans.
Now, as DTO, Brandon is working to streamline public-facing government services with a keen eye to user experience and successful interactions with government that don’t involve paper, long lines or frustration. In essence, he views digital transformation as a necessity, a challenge, and a fantastic adventure for his team and for the State of Colorado.
Prior to his roles at the Governor’s Office of Information Technology, Brandon was the Public Information Officer for both the Colorado Division of Emergency Management and the Department of Public Health and Environment. Brandon joined the State’s Emergency Operations Center from Lake Dillon Fire-Rescue in Summit County, Colorado, where Brandon and his family settled following years of federal domestic and foreign service where he served as an Analyst and Advance Team Leader for international arms control and nonproliferation treaty inspection and policy efforts and as a Diplomat assigned to the U.S. Delegation to the Organization for the Prohibition of Chemical Weapons at the U.S. Embassy – The Hague, Netherlands. Brandon, his wife, Shannon and daughters, Kate and Annika, now live in Denver.
Herbert Quinde , Public Sector Director – U.S. Dynamics, Microsoft
Herb Quinde is the Microsoft Public Sector Director for the U.S. Dynamics Industry Sales division and serves as a subject matter expert and strategist in optimizing government business operations to deliver continually improved citizen services. His primary expertise is in the digital transformation of Health and Human Services, Justice and Public Safety, eGovernment and Federal government operations. He is a trusted advisor to innovative government change agents. He likes assembling problem-solving teams to crack the code on complex and bureaucratic challenges. He was the Chief of IT Policy and Planning for the State of Illinois. As the CIO of the Illinois Department of Corrections, he architected and deployed an award winning corrections management system with Microsoft technology as part of a sweeping prison reform effort. He also served as the Enterprise Architect for the Illinois Framework for Health and Human Services creating business and technology solutions responsive to the mandates of the Affordable Care Act. Herb has served in several executive positions with technology companies focused on data integration and legacy modernization managing commercial transnational projects and supporting defense and intelligence community projects in the U.S.
Jake Williams, Manager of Strategic Initiatives, StateScoop
Williams focuses on IT initiatives and policies coming out of state governments and plays an active role developing relationships with state and local IT departments, associations and their officials. He also reports on state and local IT events. He previously covered technology developments in the federal government, including the White House, Congress and several cabinet-level departments. Before that, he covered the political consulting world at Campaigns & Elections magazine. Williams graduated from Indiana University of Pennsylvania with a bachelor’s degree in journalism and a focus in political science.
