Advocates for the next generation of 911 technologies said the lack of federal funding source could generate inequity of critical services.

The company said a recent outage affecting 14 states was caused by "an internal networking component that was not correctly forwarding traffic."

Funding authorized in 2012 is now being dispensed to 34 states and territories. But a full nationwide upgrade could require more than $12 billion.
