The new bill would allow the Army and Air Force to create pilot programs in which one state's National Guard unit could help another's respond to cyberattack.

The bill, a potential counterpart to a measure passed by the Senate last November, would offer a substantial boost to states' cybersecurity initiatives.

The State and Local Government Cybersecurity Act, which would provide more federal funding and resources to lower rungs of government, passed the Senate unanimously.
