State Leadership of the Year

Richard Offenbecher is the chief information officer for Wisconsin’s Department of Revenue. Offenbecher has been with the agency since 1999, raising through roles starting as a technical architect and most recently working as deputy IT director before taking over the CIO job in 2010.
