Michael Leahy, statewide chief information officer and secretary of the Maryland Department of Information Technology, works diligently to empower all branches of Maryland state government to work more efficiently, effectively and securely than ever before. He has recently implemented technology business management, allowing state agencies to better understand the cost, quality and value of their IT investments, which has lead to greater consolidation and increased savings. Leahy has been a driving force behind the Maryland OneStop portal, which uses a citizen-centric design to provide access to all state government licenses and permits. Leahy’s passion and knowledge for data privacy lead him to be one of the key engineers of landmark legislation, called the Maryland Data Privacy Act, that will shape the way state government handles citizens’ personally identifiable information.
