New York governor appoints finance and tech deputy secretary

New York Gov. Kathy Hochul on Friday named Albert Pulido, a former citywide operations director for the New York City mayor’s office, as the state’s new deputy secretary of finance and technology.

Pulido takes on the new role after overseeing New York City’s technology portfolio and its payroll, records management, procurement and real estate operations, according to Hochul’s office. A spokesperson told StateScoop that with the state government he’ll help oversee government operations and policy management for several departments, including the Department of Taxation and Finance, the Department of Financial Services, the Office of Information Technology Services, and the New York State Insurance Fund.

The spokesperson also said Pulido is also tasked with coordinating broadly across the state government, including with the state’s Governor’s counsel, the state’s chief cyber officer and various boards as he drafts and reviews programs and initiatives related to financial services, tax and technology.

He’ll also consult with non-government organizations and authorize regulatory action related to financial services, tax and technology.

He reports to the state’s director of operations and infrastructure, Kathryn Garcia.

After spending seven years in various roles under former Mayor Bill de Blasio, including senior management adviser for the NYC Center for Economic Opportunity and senior adviser for operations and data, Pulido served as a consultant for the education policy firm ILO Group and chief of staff for Achievement First, a network of nonprofit charter schools operating in the Northeast.

Hochul announced his appointment alongside several others.

“I am proud to welcome these exceptional public servants to my Administration – a group of individuals who are talented, highly-qualified and reflect the diversity that makes New York State strong,” Hochul said in a press statement. “I’m confident these individuals will have an extraordinary impact on our work to make New York State more affordable, more livable and safer.”
